Community resources and supports to families to help in parent education and child development. Services for families include short-term counseling, parent-centered events, developmental screenings, parents workshops and basic needs. The Starr Co. FRC is located on the South Texas College campus in Rio Grande City.

The Easterseals Child Development Center provides families with young children a quality early learning environment where children with disabilities and their provides quality care with developmental appropriate learning activities from caring professional staff.

The ECI program provides infants and toddlers with best practice home-based intervention. The ECI program provides each family with the tools they need to incorporate therapy in their child's day-to-day activities. ECI helps children birth to age 3 reach their full potential through services including physical therapy, speech-language therapy, occupational therapy, developmental services and case management.
